  5.     Forget the economic "miracle" touted by ex-Governor Michael
  6. Dukakis: Massachusetts is suffering its worst slump since the
  7. Great Depression. Banks have failed, real estate values have
  8. wilted, and unemployment remains above 9%. Last week one of the
  9. state's most beleaguered cities, Chelsea (pop. 28,222), just
  10. north of Boston, had to be saved from financial collapse.

  12.     Over the years, Chelsea absorbed a heavy stream of poor
  13. immigrants who receive substantial amounts of welfare. Despite
  14. a $9 million deficit (in a $40 million budget), voters refuse
  15. to increase taxes, and city officials are unwilling to slash
  16. services. Result: schools still have not reopened this fall, and
  17. municipal employees are payless. The Massachusetts legislature
  18. last Wednesday empowered a private receiver to seize control of
  19. Chelsea and impose such drastic changes as revising police, fire
  20. and teacher contracts and suspending zoning rules. But lawmakers
  21. fear that Chelsea will demand new state funds, which may inspire
  22. other struggling towns to look to the statehouse for a bailout.
